Minnesota Cold Weather Rule & City Water/Sewer Accounts

With Minnesota's Cold Weather Rule beginning October 1, the City of Kandiyohi would like to clarify how the rule applies to your City water and sewer service.

What is the Cold Weather Rule?

Minnesota's Cold Weather Rule provides certain protections to qualifying residential utility customers from disconnection between October 1 and April 30 when the utility disconnection would affect the primary heat source of the residential unit.

For most customers, this applies to electric or natural gas service used to provide or operate the home's primary source of heat. Customers must also meet the applicable eligibility and payment-plan requirements to receive protection under the Cold Weather Rule.

What About City Water & Sewer Service?

The City of Kandiyohi provides municipal water and sanitary sewer service, not electric or natural gas service. For most City water and sewer customers, a water shutoff does not constitute the disconnection of the home's primary heating utility.

However, if disconnection of your City water service would affect the primary heat source of your residence, please contact the City Office immediately upon receiving a disconnection notice. This may apply in situations where water service is necessary for the operation of the home's primary heating system.

What Does This Mean for City of Kandiyohi Customers?

City water and sewer bills remain due throughout the winter months, and water service may still be disconnected for nonpayment when applicable.

Customers with past-due accounts will receive a Disconnection Notice identifying the amount due, scheduled disconnection date, and final payment deadline.

To avoid disconnection, the required past-due balance must be paid or acceptable payment arrangements must be made with the City Office before the final payment deadline shown on the notice.

Disconnection & Reconnection Fees

If water service is disconnected for nonpayment:

Disconnection Fee: $100
Reconnection Fee: $100

If service is disconnected, the required past-due balance plus both the $100 disconnection fee and $100 reconnection fee must be paid before water service will be reconnected.

If you are having difficulty paying your water and sewer bill—or if disconnection of your water service would affect your residence's primary heat source—please contact the City Office as soon as possible and before the final payment deadline on your notice.
